What can fail

Per PirelliPirelli frames the root cause as a rim-compatibility issue rather than simply a bead defect: "certain problems of compatibility of the tire with some wheel rims." It adds the specific failure condition that CPSC omits — bead unseating can occur "under some conditions during bicycle tire fitting or in service, including cases where tire inflation pressure may exceed the maximum pressure allowed by the rim manufacturer," leading to rapid air loss and potential loss of control. Pirelli also characterizes it as some products possibly not guaranteeing 100% retention of inflation pressure on some rims currently on the market.
